The EPS promotes collaborative and shared procurement between public sector bodies through identifying common procurement needs. This aggregated approach is conducted by:

  • Effectively streamlining your procurement practices via existing arrangements within the category
  • Enabling the use of framework agreements for certain goods/services
  • Developing procurement category strategies that are in line with shared Public Sector Bodies/corporate procurement objectives
  • Providing best practice procurement policy and procedure guidance from project initiation to award
  • Ensuring a managed centralised e-Tenders facility for non-specialist users is available
  • Forward planning, identifying and forecasting upcoming needs
  • Conditions of funding are identified or clarified where necessary with funding body
  • OGP support are notified through your relevant procurement support via a PSR (Procurement Support Request form)
  • Revising and amending tender documents, collaborating with EPS
  • Abide by the guiding principles of public procurement; transparency, accountability, proportionality and mutual recognition (equal treatment)

Education projects

EPS develops and manages a number of bespoke procurement solutions for the Education Sector.  Also, where the OGP sourcing teams are not in a position to onboard a procurement support request received from an education sector PSB for goods and services under one of its central categories, these requests are triaged to the EPS team who source a number of these projects on behalf of the education stakeholder
