The Education Procurement Service is proud to see Minister of State Frank Feighan and Government CIO Barry Lowry speaking at the Eolas Digital Government Conference in Croke Park 24th of February. Their message reinforces a shared national commitment: modernising the public service while ensuring strong value for public money and delivering a digital-first experience for everyone who relies on public services.

Central to the plan is the Life Events Approach—designing services around real, human moments such as starting school, becoming a parent, securing housing, or welcoming a child. This model ensures services are intuitive, proactive and seamlessly connected.

The Plan is more than a technology blueprint—it is a public service transformation plan. It reflects a whole-of-government commitment to designing joined‑up, digitally enabled and inclusive services by default.

At EPS, we are aligned with and supportive of the Government’s ambition that by 2030:

  • 100% of key public services will be available online                                                                         
  • 90% of applicable services will be consumed digitally

This vision places people at the centre—ensuring public services are easier to access, more convenient to use, and delivered with the highest levels of trust and security.

Key features of the Plan include:

  • A catalogue of nearly 190 key services, mapped to major life events
  • A phased schedule for digitalisation across the decade
  • Enablers such as Service Design Capability, the Government Digital Wallet, the Life Events Portal and other Digital Building Blocks
  • Strong governance to ensure accountability and measurable progress

A cornerstone of this work is the new Digital Public Services Plan 2030, a comprehensive roadmap published by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitalisation. The plan outlines Ireland’s most ambitious digital reform agenda to date and is closely tied to the Better Public Services transformation strategy.
